Groton
citizens about
the pros and cons, and the rewards and risks, associated with changing to a “Town Manager” form of government. Making such a change would require that
the Town adopt a Town Charter via a three-step process comprising Town Meeting approval,
Massachusetts State Legislative approval of a "Special Act," and a town-wide ballot.
Studies and discussions regarding changes to town government and the need for a
Town Manager have been ongoing for several years. Last year, the Selectmen appointed
a Blue Ribbon Governance Committee to study the issue and make proposals. This web
site presents the results of that ongoing effort.
